Since we can configure Tier-2 Leaf switches in Cisco ACI, Wondering if we can create a double-sided vPC between a pair of Tier-1 and another pair of Tier-2 Leaf switches.

Hi @AshSe ,
Yes, you can configure a VPC between two external switches simultaneously, so long as the external switches support a VPC across 2 switches, as illustrated below:
All you have to do on the ACI side is to make sure all 4 links (in the diagram above) are assigned to the same VPC Interface Policy Group.

If I understand your question correctly, you want to set up VPC link between 2 leafs in Tier-1 and 2 leafs in Tier-2.
It can't and shouldn't be done, as VPC is L2 link and should be faced only to endpoint/legacy network from ACI. Between tiers (inside fabric) should be L3 links only and on Tier 2 it will be fabric ports faced to Tier-1.
