Hello, Can we say VXLAN is only used at ACI? or where else it can be used? or we can say without ACI, we do not need VXLAN, so VXLAN is generated only for ACI? thanks

Not sure we understand your question. ACI uses a modified version of VXLAN called iVXLAN. It's used only within the scope of the fabric.
There is also the standards-based VXLAN which is used by standalone NXOS (non-ACI) switches for VXLAN EVPN deployments.

first the platform is use VXLAN for intra-DC.
if the platform control by ACI then you can config VXLAN in ACI
if the platform is not control by ACI then you can config VXLAN direct to platform.
