C9500: ERROR: failed to boot (Out of Resources)

I'm stuck in rommon. I do a bootflash:cat9k_iosxe.17.15.01.spa.bin and it attempts to boot the image then I get this error " ERROR: failed to boot from bootflash:cat9k_iosxe.17.15.01.spa.bin (Out of Resources)" .  What are my options to get this image to boot? I'm not allowed an USB in my work environment.

@Mr Cole

 Seems to be related to the Bug. CSCwh54386

https://quickview.cloudapps.cisco.com/quickview/bug/CSCwh54386

You can try the command

emergency-install  bootflash:cat9k_iosxe.17.15.01.spa.bin

Just be aware that configurations will be erased

emergency-install is not a valid command

Remove the switch from the rack and take it to an area where USB is allowed because USB is the only way to fix this efficiently.

Any other way besides an USB?

same error with USB

Try a different version like, say, 17.12.4.

I have tried booting from an USB with this error. " Failed to allocate space for the ISO  (Out of Resources). I have tried deleting the ISO from flash but get an "(Unsupported)" error.
