Probably the IOS is corrupted. You can check if
Remove the file and copy again with verify command
copy /verify tftp://x.x.x.x/cat9k_lite_iosxe.17.12.04.SPA.bin flash:
If the file is corrupted, you might see it.

I copied firmware to 54 cisco 3650 the exact same way with tftp and had no issues with them. I copied to 17 different 9200 switches at different locations with the same error when trying to install. is there a way to verify the the firmware I did copy is corrupted and why? If I do this command copy /verify tftp://x.x.x.x/cat9k_lite_iosxe.17.12.04.SPA.bin flash: will it take alot longer? If I use sftp instead of tftp will that help

sftp is safer but the copy method does not change. I am not sure who much time the verify add to the process but I believe this worth try.

I did they copy using verify, it looked like it worked but when I checked for the file on the switch it wasn’t there or I couldn’t see it

Download the firmware again.

Download it to the switch again or from the cisco site, cause I have done both and it didn't fix the issue. What would be corrupting it I used the same firmware on a switch in my lab with no issues

Ok, here's one way to determine if the firmware file is indeed corrupt or you've hit a bug.
Force the switch to boot into ROMMON. From ROMMON, force the switch to boot the firmware in Bundle Mode. Let us see what the results are.

Great idea but I cannot do that on a production switch and a majority of my switches remote to me in other towns

If the switch already running, can you post show version to check some information.
Cat 9200 also have USB, if you like to boot one of the switch to see the firmware ok.

Most of my switches are remote to me and I would have to travel to use a usb. I also tried it on a test switch and had no issue

You do need to travel, you can send the image to local person (if any one asists, copy that image to USB and Plug in to switch)
any way something go wrong, some need from remote end to asists (if the standard process upgrade breaks).
