When trying to import users to Cisco Unity Connection 8.x from Cisco Unified Communications Manager, the following error message is received.
The extension or phone number violated a restriction in the Restriction Table
This document explains how to troubleshoot this issue.

Problem
When trying to import users to Cisco Unity Connection 8.x from Cisco Unified Communications Manager, the following error message is received.
The extension or phone number violated a restriction in the Restriction Table
Solution
This issue can happen when a pattern is blocked in any of the restriction tables in Cisco Unity Connection.
Cisco Unity Connection comes with the following predefined restriction tables, which you can modify, but cannot delete.
By default, each of these restriction tables prevents access to long distance phone numbers.
* Default Outdial
* Default Fax
* Default System Transfer
* Default Transfer
* User-Defined and Automatically-Added Alternate Extensions (Connection 8.5 and later only)
* Excluded Extensions for Automatically Added Alternate Extensions (Connection 8.0 only)
Check in all the predefined restriction tables and see if any pattern is blocked. If so, unblocking the pattern in the
restriction table will resolve the issue. Refer the document Modifying Restriction Tables in Cisco Unity Connection 8.x
on how to modify the restriction table so that the pattern can be unblocked.
For example, if the pattern * is blocked in the default Outdial restriction table, this can cause all MWIdialout extensions to violate the
restriction table. In this scenario, unchecking the * from default Outdial restriction table will help in importing the users
without any issue.
