Resolution
To stop the router configured as a Cisco IOS gateway from generationg asecond dial tone, issue the direct-inward-dial command under the dial-peer pots command where the call is coming. It is best to have this command along with the incoming called-number command .
This is a sample of how the dial peer could look:
dial-peer voice 10 pots
incoming called-number
direct-inward-dial
port 0/1:23
