Core Issue

When an attempt is made to upgrade the Backup and Restore System (BARS) from 4.0.8 to 4.0.11, the Error 1303 : Installer does not have sufficent rights to access folder C:\CiscoWebs\BARS error message appears, even when logged in as an administrator. In addition, the folder can not be opened in Microsoft Windows Explorer.

Resolution

In order to resolve this issue, first verify the Security Tab for the C:\CiscoWebs\Bars folder. If it is not able to inherit permission or propagate the permission to the BARS folder from the CiscoWebs folder, then enable it.

Then, complete these steps in order to verify local account policies:

  1. Choose Start > Programs > Administrative Tools > Local Security Policy in order to open the Local Security Policy.

  2. Choose Security Settings > Local Policies > User Rights Assignment.

  3. Double-click Deny access to this computer from the network.

  4. Remove Guest.

  5. Click OK.

  6. Double-click Deny logon locally.

  7. Remove Guest.

  8. Click OK.

  9. Close the Local Security Policy.

  10. Reboot the server.

  11. Start the upgrade, and then check the registry key for \HKEY_LOCAL_MACHINE\SOFTWARE\Cisco Systems\BARS\ in order to ensure a successful installation.

Also, refer to the BARS Error Messages section of Cisco IP Telephony Backup and Restore System (BARS) Administration Guide, Version 4.0(11) for information about various other error messages and the corrective actions.
