Why?

As far as I know. To use the local credential I need the command #Login Local which in this case it is not there.

Because aaa new model is configured then login local command is not available under lines vty and con. By default, the command login authentication default is configured since aaa new model is configured. So you need the creds username and password enter in local.

When you apply aaa new model

By defualt the login auth of vty will change to use default method of aaa.

I thinking about command show you what really apply to vty.

But let me check this command.

You sure' I try this before there is nothing appear as I remember.

sorry even the command I think about is not showing the login auth default under vty 
the show run all <<- as I mention this not show the login auth

and this command in my mind also not show the default
