failed to decrypt password

Hi,

We are encountering a problem installing a WLC 9115. Unable to create WLAN with AES, the error message is : failed to decrypt password
we passed these two lines of commands : 

key config-key password-encrypt <key>
password encryption aes
Do you have any idea ?

 Did you import the configuration from another device?

Or this is a fresh device config?
