May all 24 ports in a VG310 be configured as FXO? I haven't been able to find any documentation on this.
Would like to know if this is possible before purchasing one.

VG310 is an analog GW with 24 FXS ports, and can accommodate additional EHWIC slow available to accommodate either 2,4 port FXO, FXS, VWIC:

The only option is to get a Router (39XX, 44XX, etc) and load it up with EVM, FXO cards.
Is there no opportunity to convert the POTS lines to PRI or SIP trunk?

Thanks for the clarification Chris... are you aware on any options within Cisco IPT that provides for 24 FXO ports via RJ21?

Unfortunately this is in Asia PAC and the carrier refuses to port the numbers to a PRI circuit. The client is not willing to change DIDs.
