Question - We have CUCM 9.1(2) 1 Pub & 4 Sub 1tftp and a lot of WAN H.323 voice gateways. The current MOH is streaming from CUCM over the WAN. Will puting MOH on flash on the WAN H.323 voice gateways be better and save on bandwidth? Or will the move/change be insignificant? I do not know if my quetion needs more info.

That depends on how many calls you make over the WAN, and how many of them are put on hold.
But yes, using multicast MOH on a SRST router local to the GWs across the WAN would help with BW when calls from that location are put on hold.

If you have a dedicated CUCM server for media resources , so it will be better for you on your CUCM. As Mr/james advised all based n your Configuration. On H323 gateways MOH is very important during SRST as the below:-
1- for no srst
ccm-manager music-on-hold
2-for srst
The multicast on routers will help to save bandwidth .
ccm-manager music-on-hold
call-manager-fallback
moh music-on-hold.au
multicast moh 239.1.1.1 port 16384 route 10.1.1.1 10.102.1.1 /where 10.1.1.1 loopback & 10.102.1.1 is voicevlanip/
