Special tone remains although CMC and FAC (forced auth) requirements are not enabled

I have a situation where I do not have require CMC or Forced Authorization Code enabled in any patterns, but if I dial a # that matches the LD pattern it still gives a special tone. At that point any 4-digit number can be entered and the call is made, as if CMC was set as required.

I've verified no additional filters or patterns match the #'s I'm testing. I've verified 100 times that CMC and FAC "require" boxes are not checked.

I'm on 10.5 currently.

Is there a place I have forgotten or cannot find in the AD manual where a CMC requirement can be set globally or for a an entire partition/call search?

Can't figure out what I'm missing here..

No, FAC and CMC can only be enabled at the RP level, are you sure what you're hearing is not actually the secondary dial tone??
