ISE dot1x not allowed to change password while password expired even its not promoting password change screen

Which supplicant are you using? I don't believe Windows native supplicant supports password expiry.

I am using any connect supplicant and additional info windows prompting password change screen after password expire but if we are forcing change password before expire  we unable to change the password

Make sure you enable the Allow Password Change option (try setting value to 1) under Policy > Policy Elements > Results > Allowed Protocols.
