I am a support IT, no cisco knowledge at all. I have a router 4221 that needed to get the firmware downgraded. There is a problem with the router, it had the the version
Cisco IOS XE Software, Version 16.12.03, it was done the downgrade but not correctly and it sends this

if I do "command Break" it goes to Rommon, It does not takes "enable",

I can boot with a usb with the file
boot usb0:isr4200-universalk9_ias.16.04.02.SPA.bin
an I already copied it to bootflash, but when I do
boot system flash:isr4200-universalk9_ias.16.04.02.SPA.bin
or
verify flash:isr4200-universalk9_ias.16.04.02.SPA.bin
it sends

and if I copied it again, it says that is already there.
I am sorry to ask something that maybe its simple but I do not have the knowledge and the network guys are not helping, so I am trying to figure it out. I have search and there are a lot of hits on how to do the firmware upgrade, but not with this kind of error.
I will really appreciate any feedback, either direct or pointing me in the right direction to find the fix, if there is one.
