Firewall Redundancy

I have 55 users connect to two switches 

each switch has two cables each one for a Different FW 

one FW for VPN and one For Internet, ( each one also BKP for other ) 

each FW has one Cables to Provider 
other Site has one FW only 
now : between Switches and FW , I did Static route in Switches with SLA + track to control traffic 
so user will use FW for VPN and INT for ohter FW but in case FW is down or WAN link is down so will user one FW 
is there other Solution plz , 
can I use same Public IP for INT and VPN in same FW 
can I use same public IP for VPN in TWo FW ( one primary one BKP ) as other site has only one FW

Is there any reason the firewalls are not setup in active / standby high availability setup?  The firewalls must be the same model and be running the same software version.

Depending on which firewall you are using and the software it is running, the setup might be different.
