Cisco 3550 is a L3 switch and you should be able to configure IP Routing with its default IOS.
Have you tried typing
ip routing
while in config mode ?
Do you receive an error ?
Please post the SH VER output from this box.
Thanks

That's a 3500 Switch, not a 3550. 3500 is a L2 switch. Not even upgrading the IOS will help you there. You need a L3 switch hardware.

you will need a new IOS image.
a 3550 is not necessarliy L3 capable by default. it may have an image of SMI that does not support IP routing but only switching.
the EMI versions of IOS support full IP routing for the 3550 switches. you will have to upgrade to an EMI version if you're currently not running one. (or a newer SMI version for basic static/unicast ip routing and RIP)
if you can, download the latest 3550 L3 version IOS. (requires a cco account with software maintenance contract):
NOTE: the earlier versions of SMI IOS did not support ip routing.
12.1(11)EA1 SMI and up have basic ip routing support added, ie: static unicast routing and RIP. to use advanced ip routing you will need an EMI version.
see this link for more info on SMI limitation:
