Clients not receiving DHCP Addresses

I have a Cisco 1921 acting as a DHCP server with clients connected via 2960 Catalyst switches.

The issue is some machines are receiving IPs via DHCP while others are not. For machines not receiving IPs, the debug ip dhcp server packet is not showing the packet exchange between the server and client.

I have tried the machines that are not receiving IPs on other networks and they are receiving IPs via DHCP so the TCP/IP or NIC  stack does not appear to be the issue. Some clients are receiving IPs via DHCP so the DHCP server configurations and the switches also appear to be functional.

I will appreciate any suggestions geared to resolving this issue.

I have been able to resolve this issue. The client had 2 wireless routers in the network that had DHCP enabled. The DHCP on these devices were disabled and all of the issues were cleared.
