my question is, how i can see the actual BW or CIR in a frame relay circuit?

Give a "show frame-relay map". At the end of each IP next-hop to DLCI mapping, you will see the actual CIR of the link.

Depending on the way the provider has implemented frame relay, you may or may not be able to see such things. Debug frame-relay lmi may show you the info you are looking for
