In order to receive the syslogs on the RME 3.4 from the Cat-35XX switches, do I need both, the snmp-server statement and the logging XXXX statement on the switch pointing to the CW2K box or just the logging XXXX statement?

You do not need "snmp-server" configs for syslog on IOS devices.
