In OSPF area 0 is the same as area 0.0.0.0, Am I correct?

yes, the both are same.

if you say,the area 0.0.4.2 and 42 different.

0.0.4.6 is qual to 1026

Ie.

Yes, they are the same.

Some vendors still use the standard form of area ID which is a similar notiation to an IP address.

Actually the standard OSPF area ID form is x.y.z.w and for the backbone area, this would be 0.0.0.0
