"The file cannot be changed." When uploading configs.

Since the Static DHCP bug in 10.0.3.16 does not allow you to modify any Static DHCP listings I thought I'd modify the configuration and upload.  Instead I'm greeted with the error "The file cannot be changed." when trying to upload to Startup or Backup configs.  How do I get this working?

Any edits to the RV132w modem configurations seems to throw this error, even if no values are changed.

So, what defines an "edit".  I can't get an RV215W to accept its own configuration file with few changes before saving / downloading it and subsequently trying to upload it.  Same error as reported here:

I tried it with the default password (reentered) and with a complying complex password and with the time settings made so the file date/time would be consistent with the overall effort to "restore".
