RV345 100% CPU dnsmasq: duplicate dhcp-host host IP address and dnsmasq: FAILED to start up

RV345 hitting max critical CPU 100%

looking back in logs I see a lot of 

 

dnsmasq: FAILED to start up

In my case, it spits out errors for every IP I have placed in the static IP/MAC table.  My IPs are in the DHCP space but Cisco routers have never complained about this before.

 

My error log also gets lots of these messages.  I have no idea why and I have seen that many others have this issue too.
