RV34x 1.0.03.20 User import CSV no longer works

It appears something broke with CSV import of Local User Membership list. It produces a result error of "RESULT: Wrong title". This is new to 1.0.03.20 and is happening on more than RV34X router newly setup. I've tried using the current template in 1.0.03.20 and it produces the same error.
