Migration from Viptela to IOS-XE using USB ISR1100x-4G

actually i am trying to upgrade the NEW ISR1100X-4G from Viptela 20.4.1 to IOS-XE version :isr1100be-universalk9.17.09.03a.SPA.bin but it stuck on vedge as I could not use the commands copy or dir or even using my usb 

this is the first time upgrading such device

syntax error: incomplete path
