Not able to run discovery on devices

I have a new site but the devices at the location are not discovered.  I ran a manual scan of the subnet directly from the collector but still no luck.  I verified the SNMP community along with the acl on the device.  I'm running collector 2.3 and SNTC 3.3.

Please tell which devices are you running and show SNMP related configurations from them.

Also did you try manual "snmpget" or "snmpwalk" with your devices?
