Catalyst 9407R ports become unusable after power loss

Anytime we have a power loss on this core, the current sfp port that connects it to the WAN link stops working. We've tried to default the port and reset cables, etc. The only remedy we can find is to use a new unused port. We are running out of free ports.

Its running IOSXE 16.6.5, it's an older code but it checks out.

Short of us upgrading the IOS, finding a maintenance window has been difficult. Has anyone seen this before?

Is this all the troubleshooting and facts you can provide?

 - On the contrary I would say because of your post ; but the more essential argument is : when such issues occur it's best to try with latest advisory release for the particular platform and check if that can help
