We currently have 2 C9500-48Y4C switches configured in a Virtual Stack. Is it possible to do the software upgrade via the GUI while the switches are still stacked? Will it upgrade both switches?

Yes, but I avoid that method from the GUI
Two options: the normal traditional way to upgrade or the ISSU
ISSU works for me (again, this will go into argument. Some people, yes, some do not) - I am ok with ISSU for most of the upgrade went as expected until 17.9.5 (so far)

We are currently running IOS XE 17.13.1, so we should be good to go.

I performed the upgrade through the GUI last Monday and it was a success. Very smooth with no problems. During the upgrade it transferred the software from one switch to the other. We never lost connectivity until it rebooted.

- Please go for normal install mode upgrade procedure.
- Upgrading through Web UI works well in a specific lab environment of Cisco with default configuration.
- Since you are using XE 17.13.1, There is no direct jump from 17.13.X to 17.14.X or 17.15.X in ISSU upgrade.
