Dear All,
I configured a SIP trunk with RP, RL and RG
when I call to the other site which is Huawei PBX
Calls from Huawei PBX to CUCM is working fine
Connectivity is WAN
Issue: As I initiate calls from cisco ip phone I get a Busy Tone and call gets disconnected

Are you using CUBE Router in between or is there direct SIP Trunk between CUCM and Huawei PBX? Please post logs of your existing failed calls.

Without checking logs, it will be difficult to know what the issue is. Re-check your SIP Trunk configuration. Here are few URLs for SIP Trunk configuration:
