Problems with Cisco Jabber Instant Messages

I have a user who for all intent and purposes has blocked another user. Not sure how this was done or how to unblock them... Basically I have 2 users trying to IM each other on cisco jabber but neither can. When I uninstalled and reinstalled jabber and click on the user i get this message

You have blocked this person or their domain from seeing your status or sending you messages. You are not able to send messages to blocked users or domains.

Any ideas? I logged into the CUPS server but do not see anything that can unblock or block.

Did they block from the CUPS user page?

Does it show in CUPS server their contacts including blocked ones?

User page did not have any blocking contacts. the privacy policy was empty but i set it to allow all from the domain.

and it does not show a blocked contacts in the CUPS server for their contacts.

neither work.

User setting was the problem. I mistakenly only checked one of the two users at first. After checking the second user we saw the problem was he did block him by accident. Thanks for the suggestion.
