The input circuit is probably the limiting factor. If they allocated a 60 amp circuit for everything in the rack and it's currently pulling 55 amps then adding 4 more blades would exceed that 60 amp load and trip the breaker on everything in that rack.
UCS assumes it has the input power necessary based on someone running the ucs power calculator and sizing the circuit appropriately
