I have cisco prime infrastucture device and configure NTP server, the NTP server ip is 172.18.111.x
Ip NTP server for cisco prime device is reach, i can ping
I use the command "show ntp" and output refid INIT
do you have any suggestion for this case ?

Check with tcpdump on the prime.
tcpdump -i ethx -s0 -n dst port 123 == ethx the exit interface
share the output here please.

Since "reach" is 0, I assume the NTP client can not access the NTP server.
Most often this is due to a firewall on the NTP server blocking port 123/UDP.
`ping` does not prove/disprove that NTP service is accessible over the network.
Like Flavio said, getting a packet capture with `tcpdump` would help prove that if the NTP client is sending out requests but the NTP server is never responding.
Providing some information (OS) about your NTP server might help. Otherwise google how to allow NTP through the host firewall:
google> ntp linux firewall
