6Ghz was introduced for few countries including Mexico only from 17.14.x. Please check release notes of 17.14.x. We had similar issue when using 9166D1-ROW and were asked by TAC to upgrade to 17.14.x.

@axom789 another suggestion would be to block/disable the test laptop's MAC address on your Aruba WLC. Then enable Radioactive trace on Cisco 9800 for the test laptop's MAC address and analyze further.
We have few 1562I/Es running on 9800-L with 17.9.3 version and as per Release notes for 17.9.x, 1560s are supported.
