Will a router generate a connection refused message to an ssh connection if the router host name changes but the self-signed cert was not re-created?

Is it acceptable to use peer groups solely as an organization contruct even if there is only one peer in the group?  It certainly makes the BGP config cleaner to follow, but are there down-sides to this?
