Outgoing call are intermittent

I have inherited a UC560.  I am not at all versed in Cisco but an learning.  We have been able to solve a lot of issues except for this one last one.  We intermittently can't make outgoing calls.  If we reboot the UC560 we can make outgoing calls for a while and then they become intermittent.  When we cannot make outgoing calls all we get is a fast busy signal.   I am attaching our running config.  I hope someone can help us.

It may help you to debug the issue. Or the debug logs may help an expert to analyze the issue.
