Outgoing to cell - I can hear caller, they can't hear me.
incoming from cell - OK
Outgoing and incoming to/from UK landline OK
Outgoing to PBX- I can hear caller, they can't hear me.
Incoming from PBX- not tested
What could be the possible cause of this effect?

Router 5060 to 5060 forwarding
I set all the NAT and STUN per the admin guide, but no change so I reverted to default.
Codec G711a or G729a (dont know if this is relvant but same effect with both)
I am trying to get .log files form slogsrv.exe, but failing right now (files show in commnad dialog box, but no logfile is written).

What you mean "outgoing to cell" ? SPA303 is SIP phone. It can't connect to cellular network. Also, no way to connect it to standard PSTN (landline) network directly.
So, please, describe topology - where your SPA303 is connected to. Have you one SIP connection for all three cases you mentioned ? Or three SIP proxies are used ?
Yes, debug logs will help, then. But detailed description of the three cases you mentined is a basic.

SPA303 ethernet to router (port 5060 forwarded). Single SIP.
"Outgoing to cell" means I make a call using the SPA to a cellphone (other end cant hear me)
"Incoming form cell" means a cell phone calls me (other end can hear me)
Incoming and outgoing calls to/from PSTN work OK.
Outgoing to PBX (local business) they cant hear me.
[I just created logfiles - and wouldnt you know it cellphone worked in both directions!]

You missed the matter. SPA303 can call neither celluar nor PSTN network directly. It can call SIP proxy only. The SPA<->SIP proxy part of overall call path is the only part under your control. Of course, the call is routed to a final destination then, but such part of call path is out of your control.
According logs you provided, both outgoing calls has used the same SIP proxy (85.10.243.100). Also source/destination of audio stream is thge same (178.63.45.60) for both calls.
E.g. the first part of call path is the same for both calls.
I can rephrase it - first part of call path, the only part under your control, does not vary according class of target number.
If you are experiencing issues for some class of called numbers only but other class of called number are not affected, it must be caused by an uncommon part of call path.
E.g. a part of call path out of your control.
Thus my advice is obvious - call service provider.

I wanted to be sure that the issue was not related to any settings on my phone and you have confirmed that. The Provider will be my next call.
