You set ringing volume to 1 and it's still loud for you ? Ringing volume can't be set to zero. It can be muted, but didn't mentioned you wish to mute ringing at all.
But you may create your own ringing. If it will be not so loud in the base, it may satisfy you when played at volume level 1 ...
