This is an expected behaviour and there are no alternatives.

Whenever a user logs in to a terminal server (Windows machine) and uses anyconnect as the first user, only that user can continue to be connected.

When a 2nd user/account accesses the same terminal server and tries to use anyconnect that error will indeed pop up.

would this help?

C:\ProgramData\Cisco\Cisco AnyConnect Secure Mobility Client\Profile folder.
Edit the <WindowsVPNEstablishment> tag to use AllowRemoteUsers instead of LocalUsersOnly.

It wouldn't. By definition Windows VPN establishment when set to "AllowRemoteUsers" will permit VPN establishment through RDP for remote users. But you cannot run concurrent anyconnect sessions from the same machine when a different user logs on to the machine.

More information here - https://www.cisco.com/c/en/us/td/docs/security/vpn_client/anyconnect/anyconnect40/administration/guide/b_AnyConnect_Administrator_Guide_4-0/anyconnect-profile-editor.html (search keyword Windows VPN Establishment)

This should give more insights as to why it isn't supported and why it will continue to be not supported - CSCsx15061
