I'm french so sorry for the english mistakes.
I've 2 WAP321 giving me some trouble, They are powered POE , the switch has enough POE budget, 240W for 8 WAP321 only.
So, the fisrt one WAP when it's POE is only with Power led blinking and nothing else, I tried to Factory reset it without any improvement. So, is there always a small chance to restart it properly or this is already completely lost. and WAP needs to be replaced by a working one.
The second one is a spare part, just got it out of the box, all the leds have been light as normal, and after two 2 days of service WAP is totally black without a led. when conected by ethernet in POE , I can see POE led light on switch side but nothing else. As the first one I tried to factory reset without any effect.
If someone has any clue , it will be really appreciated.

SMB APs are sometimes having issues like this. better check with reseller for warranty replacement.

Well not sure APs from 2013 are always with warranty and WAP 321 aren't with no more Cisco support since 04-2022. So I think only solution is to rebuild wifi network with new brand and model
