v17.3.6 is a fairly old version.
The End of Vulnerability/Security Support:OS SW is missing, so it is better to plan an upgrade separately from the resolution of this trouble.

Some of us are using 17.12.4 already as it has a number of additional fixes since 17.12.3 and has been stable so far. 
Note that there are SMU and APSP available which should be deployed with 17.12.4.

If the AP still doesn't join after software is updated then do a factory default reset on the AP and collect the complete AP console logs from the AP (from startup) and save to .txt file and attach here for us to check.
