Can we upgrade the WLC 9800 from IOS version 17.06.04 to IOS version Cupertino 17.9.3 directly ?
Current IOS version : 17.06.04
Upgraded IOS version: 17.09.03
WLC Model: C9800-L-C-K9.
Can we upgrade directly from 17.06.4 to 17.09.03 ?
And new IOS version 17.09.03 is compatible for model WAP C9130AXI-B ?

As 17.9.x is now EOL too , consider https://www.cisco.com/c/en/us/support/docs/wireless/catalyst-9800-series-wireless-controllers/214749-tac-recommended-ios-xe-builds-for-wirele.html
Note that support for Wave1 APs is dropped after 17.14.x
To check if your APs are compatible with a particular release use :

After a controller upgrade validate it's configuration again with the CLI command
show tech wireless and feed the output from that into Wireless Config Analyzer
Use the full command as mentioned in green , do not use show tech for this procedure,

From one buggy version to an even buggier version.
Direct upgrade to 17.9.X is doable. Make sure to upgrade the ROMMON/CPLD first.
