Should the POE Power be constant. I have several AP's that are fluctuating from 9.4w to 16.4w, just want to know if this is normal

Yes, the power draw will vary on the MR series while it is in operation.

Is it the AP connected to a MX or MS device? I have noticed some PoE issues in MX as it is not LLDP-Med compliant, this is known behavioiur and apparently Meraki is not going to fix it.
