I want to establish an PTP ( routing) with the C8300-1N1S-4T2X router ( 10G link), and im asking if I need the advantage Tier3 license or just the essentials license (with minimum BW) is enough.

You need the Cisco IOS XE Software Security license since it enables IPsec functionality on the router.
