Just wanted to note this was caused by having 2 MDM's syncing the same VPP token.(Which had been working fine for years) Unfortunately have to create a new location token to sync and start over with user registrations and app assignments.
Did you ever get this issue resolved? I think I'm still having the same problem with iPads due to these Certificates expiring. Everything still works except I can no longer push apps out to them through Meraki unless I remove the profile and re-enrol...
