I am finally circling back to this.I can confirm that changing the phase 2 algorithm to "aes128-sha1" fixes the VPN connection on Linux Mint 19.3(at least it did for me)Thank you so much for finding this solution.
You should also be able to configure Layer 7 rules to block inbound connections from a "remote IP range" (or single /32 IP). Depending on your needs, it should be just as effective as a Layer 3 rule.
