shinji-matsumoto 様 GitHub で公開されているこちらのサンプル コンフィグ (Cisco/Current/ISR/cisco-isr-ios-15.1-Route_Based.txt) を参考にルート ベースの接続をやってみたところ、ちゃんと接続できて、疎通確認もできました。 一度、試してみてください。
