Thanks for all of the help... Exchange is now able to be accessed The NAT IP is 192.168.1.1The server in whic RRAS is running is 192.168.1.2..... this server is the PDC / Exchange and RRAS server, so a lot is going on.

Once i added those rules, i lost connection to Exchange, and still can't connect to the VPN. How do i remove whe i just typed?
