ACI with Openstack ML2 integration in multi tenant mode

If the APIC is controlled by openstack with ml2 mechnism driver in multi tenant mode, what happens if one tries to configure a new tenant by APIC GUI? Is this new tenant independant of the openstack controller or will this tenant deleted by the openstack controller?

Projects created inside of Openstack will be configured as tenants inside of ACI.

 

All other tenants continue to function as normal.
