First, can anyone send me a reference that describes in detail the arrowpoint cookie?
Second, if I use the arrowpoint-cookie NAME function, will the CSS be able to set multiple arrowpoint-cookies on the user browser, and then match on the cookie using the name?

Yes. If the cookie name is different, the client will have two (2) cookies.

Using the NAME function, the CSS will replace the cookie if one already exists.

I understand that a content rule will replace a cookie with the same name - but if I have two rules listening at the same IP address, and use the arrowpoint-cookie name function to set a different name for the cookie generated by each rule, does the user browser end up with two cookies after he's hit both rules?

Yes. If the cookie name is different, the client will have two (2) cookies.
