CSS 150-lan-02 getting post errors, will not boot even to FTP

I have CSS 11152 that is getting this error message on boot:

DIAG FAILURE: Device #18, Test #28, Error #960. I cannot even boot it to our FTP server. I have replaced the hard drive and been able to format it, etc. What next?
