This really really isn't a topic for Content Networking as Content Networking generally is related to load balancing servers, caching, or storing content on servers. Access from a Content Networking perspective would be ip based or user/password based, not MAC address based.
You should probably address this question to the Security section of Netpro. Most network security is done by restricting access to a local network from outside, not from within, but depending on topology, it might be possible to require some type of authentication to reach local devices. Additionally, it is quite easy to restrict DHCP address assignment based on MAC.
